Abstract
This Law, consisting of 22 articles divided into five Chapters, establishes the State Coastal Management Plan and System, and creates the State Coastal Management Council (CEGC). It establishes its objectives, definitions, principles, instruments and activities aimed at conditioning government action and society as to the sustainable use of environmental resources in the coastal zone of the State of Sergipe, under art. 5, § 1, of Federal Law No. 7.661 of 16 May 1988, which established the National Coastal Management Plan (PNGC). The State Coastal Management Plan (PEGC) is part of the National Coastal Management Plan, and the National Environmental Policy, provided for in Federal Law No. 6.938 of 31 August 1981.
The objectives of the State Coastal Management Plan are: I - control use and settlement of land in the coastal zone through management and governance instruments of the PEGC; II - promote sustainable economic development of marine and coastal areas; III - reduce the vulnerability of the Sergipe Coastal Zone to natural disasters, such as floods and soil erosion; IV – encourage the participation of organized civil society in the governance of the PEGC; V – promote the sustainability of ecological processes and their ecosystems, with specific tools that guarantee the preservation of biological diversity both in the marine and coastal areas; VI - guarantee the permanence of traditional peoples and communities in light of their specific ways of life, guaranteeing the maintenance of free access to natural resources; VII - implement the State System of Information and Monitoring of the Coastal Zone, ensuring access to environmental information within the scope of the educational processes of the coastal community, promoting the improvement of the quality of life; VIII – promote Coastal Ecological-Economic Zoning; IX – promote monitoring, protection, inspection, recovery and adequate management of natural resources in the coastal zone; X – promote the sustainable development of coastal tourism.
