Order MMA No. 288 creating the National Programme for Environmental Services Payment (Floresta+), under the Ministry of the Environment.

This Order creates, within the Ministry of the Environment, the National Programme for Environmental Services Payments (Floresta+). Floresta+ will promote: the private market for environmental services payments in areas maintained with native forests; and the articulation of public policies for the conservation and protection of native forests and climate change. Environmental services are understood as a set of activities for the improvement and conservation of native forests in all biomes, pursuant to Law No. 12.651 of 25 May 2012 on the Forest Code. The guidelines of the Floresta+ are as follows: I - encourage any retribution for activities to improve, conserve and protect native forests; and II - encourage actions to prevent deforestation, degradation and forest fires through private financial incentives. Floresta+ strategic objectives are: I - establish partnerships with agencies and public or private, national or international entities, with a view to supporting payment projects for environmental services; II - foster sectoral agreements to generate demand for environmental services; III - promote international cooperation for the promotion and payment of environmental services; IV - promote the capture of international funds from payments for results to promote public policies in order to strengthen the market for payments for environmental services; V - promote good methodological practices for valuation, certification and monitoring of environmental services; VI - promote the registration and integration of data from environmental services projects; VII - promote a digital tool for the payment of environmental services; VIII - promote payment projects for environmental services; IX - implement the pilot project of payments for environmental services "Floresta+" in the Legal Amazon with resources from Payments for REDD+ results.
