Abstract
This Law establishes the legal status of the territory radioactively contaminated because of Chernobyl disaster and has as its cope reduction of radioactive impact upon the population and ecosystems, carrying out environmental reclamation and protection arrangements. The Law shall govern economic activity and research on the radioactively contaminated territories. The Act consists of seven Chapters divided into 45 articles: (1) general provisions; (2) legal status of radioactively contaminated territory; (3) utilization of radioactively contaminated territory; (4) burial of radioactive waste; (5) inspection of radioactively contaminated territory; (6) liability; and (7) international agreements. Classification criteria of radioactively contaminated territory shall be: (a) average annual radiation dose; (b) radioactive contamination level of the territory; and (c) possibility to obtain agricultural commodities, timber, peat, water with radionuclide contents within the established limits. Landowners and land tenants of the plots of land located on contaminated territory shall be responsible for carrying out land reclamation arrangements and forest organization with a view of the prevention of entry of radionuclides into produce. Burial of contaminated materials and produce shall be carried out by special permit of the authorized institution.
