Abstract
This Law establishes legal and organizational grounds for carrying out evaluation of compliance with technical norms and standards for the purpose of ensuring common state policy in the sphere of evaluation of compliance. The Act consists of six Sections divided into 41 articles: (1) general provisions; (2) state regulation and management in the sphere of evaluation of compliance; (3) accrediting; (4) attesting of compliance; (5) international cooperation; and (6) conclusive provisions. The purpose of the evaluation of compliance shall be protection of human life and environment. The objects of evaluation shall be produce and environmental management system. The state regulation shall include: (a) elaboration and implementation of common state policy; (b) coordination of evaluation proceedings; (c) establishment of common rules and procedures for evaluation practices; and (d) validation of the list of produce and objects for the evaluation. Attestation of evaluation shall be carried out in the following forms: (a) compulsory certification; (b) declaration of compliance; and (c) voluntary certification.

Entry into force notes
The Law enters into force six months after the date of its official publication except for Article 40 which enters into force on the date of the official publication of the Law.
