Law No. 295-Z amending Law No. 2-Z “On the protection of atmospheric air”.

This Law introduces automated system for monitoring emissions of pollutants into the atmospheric air - a set of technical equipment and means that provide automatic measurements and recording of the amounts of emissions of pollutants into the atmospheric air, recording and transmitting information on the indicators of such emissions to the information system of the National Environmental Monitoring System. Transboundary air pollution shall be intended air pollution over the territory of one state from emission sources located on the territory of another state. It redefines the competencies of state bodies in the field of atmospheric air protection. In order to systematize information on pollutants in the atmospheric air based on their aggregate state, chemical and (or) biological composition and assignment to a specific group of chemical compounds, each pollutant is assigned a code in accordance with the requirements established by the Ministry of Natural Resources and Environmental Protection. The standards for the quality of atmospheric air include: (a) indicators of the safety and harmlessness of atmospheric air in populated areas, points and places of mass recreation of the population; (b) environmental standards for the quality of atmospheric air; and (c) standards for environmentally safe concentrations of pollutants in the atmospheric air of protected areas, individual natural complexes and objects of protected areas, as well as natural areas subject to special protection, and biosphere reserves. The period for implementing the plan of measures for the protection of atmospheric air cannot exceed five years and is not subject to extension.
