Abstract
There shall be a department of Government named the National Emergency Management Organization that shall be directed by a National Emergency Co-ordinator. The functions of the National Co-ordinator are outlined in section 4. There shall be a National Disaster Preparedness and Response Advisory Committee composed of members of the Cabinet (sect. 6). The National Emergency Co-ordinator shall prepare annually a National Disaster Preparedness and Response Plan under section 8. The Prime Minister may design especially vulnerable areas for purposes of mitigation of, preparedness for, response to and recovery form emergencies and disasters (sect. 15).
