Abstract
This Action Plan for Enhancing Dairy Sector Competitiveness during the 14th Five-Year Plan Period issued by China’s Ministry of Agriculture and Rural Affairs outlines a comprehensive strategy to strengthen the domestic dairy industry by 2025. It builds on progress made during the 13th Five-Year period, including increased milk production and improved quality standards, but addresses challenges such as high production costs, weak supply chain integration, and rising infulence of imports. The Plan sets goals: increasing milk output to 41 million tons, raising large-scale farm ratios to 75%, and enhancing genetic breeding, feed supply, and digitalized farming practices. Key initiatives include supporting smart farms, improving milk quality testing, expanding dairy product diversity, and boosting consumer confidence through education and branding. The Plan also encourages financial investment, policy support, and technological innovation to drive sustainable growth. The Plan proposes that all local goverments coordinate the use of multiple channels of funds, including central and local fiscal subsidies, financial capital, and self-raised funds of implementing entities, to provide support.
