Abstract
These Measures are developed according to the Animal Epidemic Prevention Law of the People's Republic of China for the purposes of strengthening the administration of veterinary clinics, regulating animal diagnosis and treatment activities, and protecting public health and safety. The Measures consist of 42 Articles divided into 5 Chapters: General Provisions (I); Diagnosis and Treatment License (II); Management of Diagnosis and Treatment Activities (III); Legal Liabilities (IV); Supplementary Provisions(V).
All institutions engaged in animal diagnosis and treatment activities are required to obtain a license, and are only permitted to carry out these activities within the prescribed scope of diagnosis and treatment activities. Veterinary institutions are required to have quarantine control measures and facilities for animals infected with a disease, as well as waste management and disposal systems and facilities. Veterinary institutions are also obligated to take certain measures to prevent the spread of disease should an infected animal be discovered at the institution. If a veterinary institution finds that an animal is infected with a disease or is suspected of having an infection, it must report the case to the local agricultural and rural affairs or disease prevention and control department. It must also immediately take measures, such as quarantining and isolating the animal and disinfecting the area.
