Abstract
The purposes of these Measures is to strengthen the management of fishing crews, safeguard the legitimate rights and interests of fishing crews, and ensure the safety of life and property of fishing vessels and their personnel.
The Measures consist of 54 Articles divided into 8 Chapters: General pronisions; Employment and certification of fishery crew members; Assignment and responsibilities of fishery crew; Training and services for fishing crew; Professional management and security of fishery crew; Supervision and inspection; Penalties; Supplementary provisions. Fishery crew shall receive training in accordance with the provisions of these Measures, and can work on fishery vessels only after passing the examination and obtaining the corresponding fishery crew certificates (art.4). The owner or operator of a fishing vessel shall apply for insurance for the fishing crew in accordance with the law (art.31).
