Abstract
For the purpose of regulating the administration of pollutant discharge permits, these Measures are developed in accordance with the Environmental Protection Law of the People's Republic of China, the Marine Environmental Protection Law of the People's Republic of China, laws on the prevention and control of pollution to the atmosphere, water, and soil, and the pollution by solid wastes and noises, etc., and the Regulation on the Administration of Pollutant Discharge Permits.
The Measures consist of 6 Chapters: General Provisions; Content of Pollutant Discharge Permits and Pollutant Discharge Registration Forms; Application and Approval; Management of Pollutant Discharges; Supervisory Inspection; Supplemental Provisions.

Entry into force notes
These Measures shall come into effect on July 1, 2024. The Measures for the Administration of Pollutant Discharge Permits (Trial)(Order No. 48 of the Ministry of Environmental Protection) issued by the former Ministry of Environmental Protection is simultaneously repealed.
