Abstract
The purpose of this Regulation is to strengthen the supervision and administration of cotton quality, maintain the order of the cotton market, and protect the lawful rights and interests of each party to cotton trading. It consists of 5 Chapters divided into 39 articles.
The administrative department of quality supervision, inspection and quarantine of the State Council shall take charge of the national cotton quality supervision work. A cotton business operator shall determine the category, grade and quantity of the purchased cotton according to national standards and technical norms after excluding the foreign fibres and other noxious substances, so as to guarantee the cotton quality. Cotton business operators must meet specific requirements for the sale, purchase, storage, etc. of cotton as provided for in Chapter II. Cotton quality supervision shall be done by professional fibre inspection institutions, which shall inspect the quality and quantity of cotton according to national standards and technical norms, and issue an accredited inspection certificate (Chapter III). The remaining Chapters contain penal provisions and supplementary provisions.
