Article 13 of the Regulations on Plant Quarantine is amended to read: "Agricultural and forestry universities and experimental research institutions shall not conduct research on plant quarantine objects in the non epidemic areas of the quarantine objects. When it is necessary to conduct teaching and scientific research in the non epidemic areas, the regulations of the competent agricultural and forestry departments of the State Council shall be observed."
Delete Article 10 of the Regulations of the People's Republic of China on the Administration of Traffic Safety in Fishing Port Waters, which states that "if it is really necessary to engage in fishing, aquaculture, and other production activities, it must be approved by the fishery administration and fishing port supervision and management authorities.".
Amendments for the the Regulations of the People's Republic of China on the Protection of Wild Plants include: 1. The first paragraph of Article 16 of is amended as follows: "It is prohibited to collect wild plants under national level protection. For special needs such as scientific research, artificial cultivation, and cultural exchange, those who collect wild plants under national level protection shall, in accordance with their administrative authority, apply for a collection certificate from the forestry administrative department under the State Council or an institution authorized by it; or apply for a collection certificate from the agricultural administrative department of the people's government of the province, autonomous region, or municipality directly under the Central Government or an institution authorized by it."; 2. The first paragraph of Article 20 is amended as follows: "The export of wildlife under national key protection or the import and export of wildlife restricted by international conventions to which China is a party shall be subject to the approval of the forestry administrative department of the State Council in accordance with its administrative authority, or the examination and approval of the agricultural administrative department of the people's government of the province, autonomous region, or municipality directly under the Central Government where the importer or exporter is located, and then submitted to the agricultural administrative department of the State Council for approval, and obtain the permission certificate or label issued by the National Administration Agency for the Import and Export of Endangered Species Import and export permit certificate or label... "; etc.
Amendments for the Regulations on the Safety Management of Agricultural Genetically Modified Organisms include: 1. Delete Item 2, Paragraph 2, Article 16; 2. The fourth item of the second paragraph is changed to the third item, and is revised to read: "(3) Other materials such as test materials, testing methods, etc. as prescribed by the agricultural administrative department of the State Council.". The third paragraph is revised to read: "After receiving the application, the agricultural administrative department of the State Council shall entrust a technical testing institution with the testing conditions and capabilities to conduct the testing, and organize the Agricultural Genetically Modified Organisms Safety Committee to conduct a safety evaluation. Only those who pass the safety evaluation can be issued a safety certificate for agricultural genetically modified organisms."; etc.
Amendments are also made in Article 27, 29, 31, 37 of the Regulations of the People's Republic of China on Nature Reserves.
