Regulation on the Safety Management of Hazardous Chemicals.

This Regulation aims at strengthening the safety management of hazardous chemicals, preventing and reducing hazardous chemical accidents, guaranteeing the life and property safety of the general public, and at protecting the environment.
The Regulation sets out procedures and requirements for production and storage safety of hazardous chemicals.
A chemical enterprise which uses hazardous chemicals in its production in an amount of a certain quantity shall obtain a permit for the safe use of hazardous chemicals under this Regulation. Procedures and conditions for obtaining a permit are set out in the text. The Regulation also applies a licensing system to the business operations (including storage) of hazardous chemicals and to businesses engaged in the road or water transport of hazardous chemicals.
The Regulation provides for the registration of hazardous chemicals and for technical and information support for the safety management of hazardous chemicals and the prevention and emergency rescue of hazardous chemical accidents.
