Regulation on the Supervision and Administration of the Use of Healthcare Security Funds.

The purpose of the Regulation on the Supervision and Administration of the Use of Medical Security Funds is to safeguard fund security, promote the effective use of funds, protect citizens’ lawful medical security rights and interests, and strengthen oversight through government regulation, social supervision, industry self-discipline, etc.
The medical security funds include basic medical insurance, maternity insurance, and medical assistance funds. The Regulation sets out rules governing fund payment, management, settlement, and supervision, and defines the responsibilities of medical security authorities, medical security agencies, designated medical and pharmaceutical institutions, and insured persons. It establishes a nationwide medical security service system with coverage extending to provinces, cities, counties, townships (streets), and villages (communities), thereby benefiting rural residents through improved accessibility to medical security services. The Regulation also provides for information-sharing, intelligent monitoring, inspections, anti-fraud measures, and offences and penalties.
