Abstract
These Measures provide a framework for assessing the risk of animal epidemic outbreaks when selecting locations for animal farms and related facilities in Inner Mongolia. The aim is to minimize epidemic risks, protect public health, and ensure the sustainable development of animal husbandry. The Measures apply to site selection risk assessment of animal farms, slaughterhouses, quarantine stations, and other facilities involved in raising or processing animals within Inner Mongolia, focusing on preventing and controlling animal diseases that may impact public health or cause economic losses. Key risk factors include: Proximity to existing animal farms, slaughterhouses, or wildlife habitats; Risk of water contamination due to farm effluents; Inadequate separation from residential areas or food processing facilities; Insufficient infrastructure to handle biosecurity and waste management. Risk assessment process includes initial assessment, disease risk analysis, environmental impact evaluation and public safety considerations. Local animal health authorities are responsible for overseeing risk assessments and enforcing compliance with these measures. Non-compliance may result in penalties, suspension of operations, or denial of permits.
