Abstract
For the purposes of aligning the Cypriot legislative frame with Council Directive 78/176/EEC of 20 February 1978 on waste from the titanium dioxide industry and Council Directive 92/112/EEC of 15 December 1992 on procedures for harmonizing the programmes for the reduction and eventual elimination of pollution caused by waste from the titanium dioxide industry, the present Regulations aim to prevent and progressively reduce the pollution caused by waste from the titanium dioxide industry.
In general, these regulations provide that the plants emitting, storing and managing waste deriving by the production of titanium dioxide, are required to ensure a waste gas emission permit from the competent authority after submitting an application providing specific information. Permission is granted only on condition that there is no harmful effect on the atmosphere. The competent authority must carry out checks to certify that the conditions of the permit granted are respected and that no significant air pollution is caused by the operation of such industrial plants. In the case of existing industrial plants producing titanium dioxide, the competent authority shall draw up plans to progressively reduce pollution in order to eliminate air pollution caused by waste from these facilities. These programs shall ensure that air emissions of pollutants are reduced to specified levels. With regard to new plants producing titanium dioxide prior to their entry into operation, they should apply for a permit for waste gas emission and submit an environmental impact assessment study. The Regulations also include the obligation of the competent authority to provide the European Commission with all necessary information for the licenses of waste gas emission granted and the results of checks carried out.

Entry into force notes
In compliance with the provisions of paragraph (2), the Regulations shall enter into force on the date of publication in the Official Gazette of the Republic. The obligation to provide information to the European Committee established in these regulations (Regulation No. 11), is pending on such date as the Cabinet of Ministers may, by Notice in the Gazette, determine.
