Decree No. 111 of 2026 on Animal Health (Measures for the Control, Prevention and Containment of Foot-and-Mouth Disease).

This Ministerial Decree, made under provisions of article 7 of the Animal Health Law, provides for the purposes of preserving animal health and limiting the spread of foot-and-mouth disease in animals, and for taking measures to control the spread of foot-and-mouth disease. The Decree applies to bicloven-hoofed animals, as cattle, pigs, sheep, goats, camels, deer, antelopes, llamas and alpacas and wild animals. This Decree prohibits: the movement of cloven-hoofed animals to and from farms, the movement of all types of feed and medicines to and from farms, the grazing of cloven-hoofed animals, the movement of agricultural equipment and people to and from farms, and for reasons other than animal care, visits to farms or places where cloven-hoofed animals are exposed to the public, located in zones where the restrictive measures for foot-and-mouth disease are applied. The Decree also regulates the process of harvesting, gathering, transporting, handling and ensiling of animal feed. The Decree provides the issuance of special permits to authorise: the movement of cloven-hoofed animals from holdings to slaughterhouses, the movement of piglets from breeding holdings to fattening holdings of the same owner which do not fall within the zones where restrictive measures are applied for foot-and-mouth disease, on the basis of a health certificate, the movement of owners and managers of holdings to and from the holding they own as well as the movement of holding personnel to and from the holding where they are employed, the movement from the points of entry into the Republic to approved suppliers of all types of animal feed, including those not intended for cloven-hoofed animals, the movement of medicines from approved suppliers to farms and the movement of milk from producers to dairies, and the transport of water for watering cloven-hoofed animals. Further measures included in the Decree concern biosecurity provisions and the disinfection measures.
