Decree No. 4624 of 2013 on Plant Protection Products (National Action Plan).

This Decree, issued by the Minister of Agriculture, Natural Resources and Environment, executing his authority, by virtue of Article 23 of the Plant Protections Product Law of 2011, presents the National Action Plan for Plant Protection Products. The Action Plan provides for: training and education of the professional users, distributors and advisors, in order to acquire sufficient knowledge about plant protection products; establishing a system for granting certificates by the Competent Authority; requirements for sale of plant protection products, in order to reduce risks and impacts on human health and the environment during the sale or use of plant protection products; measures to inform the general public and to promote and facilitate information and awareness-raising programme regarding the risks and the potential acute and chronic effects for human health deriving from the use and the misuse of pesticides and other plant protection products; establishing procedures for the inspection and the certification system; authorising aerial spraying only in special cases; measures for ensuring the protection of the aquatic environment and potable water, in case of disposal of plant protection products; minimising or prohibiting the use in certain areas, including protected areas; handling and storage of plant protection products and treatment of their packages and waste; integrated pest management measures; level of toxicity and risk assessment.
