The Energy Efficiency Law no. 92 (I) of 2026.

This Law, in order to harmonise Cypriot Legislation with Article 1, paragraphs 1 to 33, 35, 49, 50, 52, 53, 54, 55 and 56 of Article 2, Articles 3 to 12, Articles 22 to 24, Articles 28 to 32 and Annex I, Annexes IV to VI and Annex XV of the Directive 2023/1791 of the European Parliament and of the Council on energy efficiency, promotes and encourages energy efficiency, by establishing a common framework of measures, targeted at: contributing to the achievement of the European Union's 2030 headline targets and to the collective reduction of energy consumption, according to the Union's 2020 baseline projections; enabling further improvements in energy efficiency; reducing the country's dependence on energy imports; removing barriers in the energy market and eliminating market failures that hinder efficiency in the supply, transport, storage and use of energy; contributing to the implementation of the principle of priority for energy efficiency. The Law defines the following relevant terms: ancient monument; energy efficiency improvement; public enforcement authority; electricity distribution system operator; natural gas distribution system operator; international standard; lifecycle global warming potential; minimum energy efficiency standard; environmental energy; energy service; energy audit; energy poverty; vulnerable customers; nearly zero-energy building; zero emission building; energy efficiency improvement measures; small and medium-sized enterprises; micro-enterprise; Energy Performance Contract. The Law establishes: energy efficiency targets; measures for the development of all renewable energy sources, nuclear energy, carbon capture and storage; measures for the decarbonisation of energy-intensive industries; current forecasts for climate conditions and climate change.
Further matters covered by this Law include: respect of principle of priority in energy efficiency for transport infrastructure projects concerning the following sectors: buildings, transport, water, information and communication technology, agriculture and the financial sector; public contracts and energy efficiency; energy management systems and energy audit; empowerment and protection of vulnerable customers and mitigation of energy poverty; National energy efficiency fund, financing and technical support; offences and penalties.
