Abstract
This Law, implementing provisions of the Directive 2006/32/EC of the European Parliament and of the Council on energy end-use efficiency and energy services, establishes a framework of measures to promote energy efficiency, in order to: contribute to the achievement of the Union's 2020 headline targets of 20% energy efficiency and its 2030 headline targets of at least 32.5% energy efficiency; set an indicative national energy efficiency contribution to the achievement of the Union's 2030 targets; create the conditions for the development and promotion of the energy services market. The Law defines the following relevant terms: public enforcement authority; distribution system operator; international standard; energy, as all forms of energy products, fuels, heat, renewable energy, electricity; retail energy company; Central government authorities; data centre; small and medium-sized enterprises; renewable energy sources. The Law concerns: energy efficiency obligation enforcement regimes; conducting energy audits and providing energy services; obligation to provide information; duties and powers of authorised officers; penalties, offences and administrative fines; informing energy users about incentive programmes, information and training.
