Abstract
This Law provides for implementing European Regulations concerning FLEGT licensing scheme for imports of timber into the European Union, and thus establishes the Department of Forests of the Ministry of Agriculture, Natural Resources, and Environment as the implementing authority. The Law concerns: appointment of inspectors for the purposes of supervision, inspection, control, and implementation of the European Regulations; powers of inspectors, including: conducting physical checks and examination on shipments; using any equipment or materials required for the exercise of their powers; arranging for necessary tests, analyses, and measurements; taking measurements and photographs as deemed necessary; verification of the FLEGT license by the competent authority; customs clearance procedures; rejection of a license; offences and penalties.
