Abstract
These Regulations, issued in pursuance to article 4 (2) (c) and (d), and applied in compliance with articles 25 and 26 of the Chemical Substances Law no. 119 of 2020, provide for harmonising Cyprus Legislation with the Commission Regulation (EU) no. 2019/1691 amending the Regulation (EC) no. 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH). The Regulations concern: offences and penalties for any producer, downstream user and person who manufactures, distributes and makes available on the market a chemical substance, mixture, article and intermediate product, which does not comply with the prohibitive or mandatory provisions of the REACH Regulation; violations and imposition of several administrative fines by the Chief Inspector.

Regulation (EC) No. 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), establishing a European Chemicals Agency, amending Directive 1999/45/EC and repealing Council Regulation (EEC) No. 793/93 and Commission Regulation (EC) No. 1488/94 as well as Council Directive 76/769/EEC and Commission Directives 91/155/EEC, 93/67/EEC, 93/105/EC and 2000/21/EC.
