Abstract
This Law, consisting of 27 articles, is issued for the purpose of implementing some Acts of European Legislation on the establishment of the European Chemicals Agency and its fees and charges, on the classification, labelling and packaging of substances and mixtures, on exports and imports of dangerous chemical substances, on the approximation of laws, regulations and administrative provisions relating to the application of the principles of good laboratory practice and the control of their application in the testing of chemical substances. The Law defines the following relevant terms: competent authority; registration; dangerous chemicals; hazardous chemical register. The Law provides for the following matters: determination of competent authority; power to issue regulations; transfer of powers; establishment of council of chemical substances and of its powers and functions, including: advise the Minister on the prevention of accidents and incidents dangerous to the public and the environment, which may be caused by chemical substances; labelling and safety data sheets for some substances; agencies responsible for gathering information; power of entry and inspection; notice of compliance; offences and penalties; imposition of administrative fines.
