Abstract
The Council of Ministers, aiming at harmonizing the Cypriot legislative framework with Commission Directive 2010/60/EU issues the present Regulations which authorize, by way of derogation from the provisions of Regulation 3 to the Seeds (Fodder Plants) Regulations of 2002-2010, the marketing of mixtures of various genera, species and subspecies intended for use in the preservation of the natural environment in the context of the conservation of genetic resources referred to in article 14 (paragraph 2) of the Seeds Laws 1988-2007. Such mixtures are hereinafter referred to as ‘preservation mixtures’. Regulation 4 establishes that when the marketing of a preservation mixture is authorized, it shall also define the region with which that mixture is naturally associated, and shall be referred to as ‘region of origin’. The Department of Agriculture may authorise preservation mixtures for marketing in their region of origin provided those mixtures fulfil the requirements laid down in Regulation 6 in the case of directly harvested preservation mixtures or the requirements in Regulation 7 in the case of crop-grown preservation mixtures. Regulation 8 lays down the procedural requirements. These regulations also provide for quantitative restrictions (Regulation 9) and their implementation (Regulation 10), sealing of packages and containers (Regulation 11), labelling (Regulation 12), monitoring (Regulation 13), reporting to the EU Commission (Regulation 14) and notification of the recognised organisations of plant genetic resources (Regulation 15).
