Abstract
With the purpose of implementing the provisions of EU Directive 2006/66/EC, the Council of Ministers, in the exercise of the powers vested in it by article 5 of the Solid and Hazardous Waste Law of 2002-2006, hereby makes the present Regulations. The provisions of these Regulations shall apply to all types of batteries and accumulators, regardless of their shape, volume, weight, material composition or use (section 3). The provisions of section 4 prohibit the marketing of batteries and accumulators containing hazardous substances. More specifically, the Regulations are composed as follows: Short title (section 1); Definitions (section 2); field of application of the Regulations (section 3); Prohibitions on placing on the market (section 4); Increased environmental performance (section 5); Collection target (section 6); Collection scheme of waste batteries and accumulators (section 7); Collection targets (Annex I) (section 8); Economic instruments (section 9); Removal of waste batteries and accumulators (section 10); Treatment and recycling (section 11); Systems of management of waste batteries and accumulators (section 12); Collective systems of management of waste batteries and accumulators (section 13); New recycling technologies (section 14); Disposal (section 15); Exports (section 16); Financing (section 17); Small producers registration (section 18); Participation to the systems of collection, processing and recycling (section 19); Information for end-users (section 20); Labelling (Annex II) (section 21); information and report submission to the Ministry (section 22); implementation of certain provisions of Directive 2006/66/EC (section 23); repealed legislation (section 24). Two Annexes are attached to the present Regulations.
