Special Development Decree No. 215 of 2025 on Urban and Regional Planning (Installation of an Energy Storage System in combination with approved projects for the production of electricity from Renewable Energy Sources with the required permits).

This Special Development Decree, made by the Minister under article 22 of the Urban and Regional Planning Law, applies to the installation of an energy storage system in combination with a project for the production of electricity from renewable energy sources that has secured a planning or building permit. The Decree describes the general conditions for installation of an energy storage system: obtaining a permit for a project to produce electricity from renewable energy sources; the project must not affect the configuration, opening or widening of an interurban road, motorway or artery of primary importance; integration into the surrounding environment; ensuring watercourse protection; preventing deposit or disposal of any polluting substance; compliance with environmental provisions on emissions for refrigeration and air conditioning systems located in the facility; providing a regular inspection and maintenance programme; adequate treatment of equipment, batteries and hazardous waste.
