Abstract
This Decree of the Ministry of Environment, which is composed of ten paragraphs and three Annexes, lays down, in accordance with European Union legislation, detailed criteria for: (a) the recovered asphalt mixture to be considered as by-product and not as waste; (b) the recovered bituminous mixture ceases to be waste; (c) the asphalt mixture produced from the recovered bituminous mixture ceases to be waste. For the purposes of this Decree an asphalt mixture is defined as homogeneous mixture composed of natural or artificial aggregates, filer, road or modified asphalt binder and other additives, admixtures and components used for its production. The recovered asphalt mixture is an asphalt mixture obtained from milled or otherwise demolished asphalt layers of roads, traffic and other areas.
