Abstract
The purpose of this Act is to ensure the high level of protection of the environment and human health and sustainable use of natural resources by preventing and managing waste in accordance with the waste hierarchy while maintaining social sustainability and economic acceptability. Detailed objectives of waste management are specified in Annex 1. The present Act implements the relevant regulations of the European Union and regulates: (a) rules for the prevention and management of waste; (b) rights and obligations of persons in waste management; (c) the competence of public administration bodies in waste management. For the purposes of the Act waste management is defined as activities aimed at waste prevention, waste management, subsequent care of the place where waste is permanently stored and control of these activities. Waste management is based on the hierarchy of waste management, according to which the priority is the prevention of waste generation. The Act is composed of the following sections: Basic provisions (Sec. 1); Waste management (Sec. 2); Keeping records and reporting (Sec. 3); Waste management plans (Sec. 4); Land for waste disposal (Sec. 5); Corrective measures and infringements (Sec. 6); State administration (Sec. 7); Common, transitional and repeaing provisions (Sec. 8); Efficiency (Sec. 9).
