Abstract
This Act sets forth the legislative framework on waste disposal and aims at ensuring the protection of public health and the environment against damages and hazards arising out of waste and waste management. The present Act lays down provisions concerning waste prevention and sets out duties and obligations of persons and legal entities involved in activities relating to waste management and waste disposal. Further provisions deal with recycling, keeping records on waste, waste management plans, international trade in waste, functions of administrative authorities and public services, and penalties.
The text is composed of the following Sections: Basic provisions (Sec. 1); Classification of waste and assessment of hazardous properties of waste (Sec. 2); Waste management (Sec. 3); Obligations related to selected products and selected waste (Sec. 4); Returning of certain products (Sec. 5); Keeping records and reporting (Sec. 6); Waste management plans (Sec. 7); Economic instruments (Sec. 8); Transboundary movement of waste (Sec. 9); Proceedings (Sec. 10); Public administration of waste management (Sec. 11); Common and transitional provisions (Sec. 12).
