Abstract
The Act provides goals for the general public with grid-based supply of electricity, gas and hydrogen that is as safe, inexpensive, consumer-friendly, efficient, environmentally friendly and greenhouse gas-neutral as possible, which is increasingly based on renewable energies. The text requires that generating plants, plants for storing electrical energy and loads are used in particular in the most environmentally friendly, grid-compatible, efficient and flexible way possible to the extent that is necessary to ensure the safety and reliability of the electricity supply system. The text further provides for principles of the electricity market, tasks of the energy supply companies, certification and designation of the operator of a transport network and operation of energy supply networks. Section 12 c refers to review and confirmation of the network development plan by the regulatory authority and Section 17a refers to Federal offshore plan of the Federal Maritime and Hydrographic Agency based on environmental standard and by considering the environmental impact assessment.
The text consists of 121 Articles divided into 10 Parts as follows: General provisions (1); Use of information (2); Regulation of the net (3); Level specification for gas storage and ensuring security of supply (3a); Supply of energy to consumers (4); Planning (5); Safety and reliability of energy supply (6); Competent authorities (7); Proceedings (8); Other Provision (9); Transparency (9a); Evaluation, final provisions (10). Some provisions regarding independent operators of cross-border electricity inter connectors and regulation of hydrogen networks are added to the Act. Moreover, the above-mentioned Act on the re-organization of the energy industry repeals various Acts and Ordinance concerning the energy sector.
