Abstract
This Law implements Directive 2003/87/EC of the European Parliament and of the Council of October 13, 2003 on a system for trading in greenhouse gas emission certificates in the Community and amending Council Directive 96/61/EC on services in the internal market. The purpose of this Law is to create the basis for trading in allowances for the emission of greenhouse gases in a community-wide emissions trading system for the activities listed in Annex 1 Part 2, through which greenhouse gases are emitted, in order to achieve a cost-efficient reduction of greenhouse gases contribute to global climate protection. The text consists of 35 Articles divided into 7 Parts as follows: General provisions (1); Authorization and monitoring of emissions (2); Vested rights and allocations (3); Global market based mechanism for international air transport (4); Common Rules (5) Penalties (6); Transitional provisions (7). Two Annexes are enclosed. Articles 10, 12, 13 and 22 are repealed.
