Abstract
This Act aims to promote the reduction of carbon dioxide (CO2) emissions and other greenhouse gas emissions in a cost-effective and economically efficient manner, and through a system of tradable allowances and credits for the establishment of stationary installations on land and water territories, as well as to the exclusive economic. The Act includes guidelines for the authorized quota of carbon dioxide emissions from flight operators departing from or arriving at an airport in a Member State. Registration of such emissions shall ensure the monitoring of pollution control activities which are in adherence to the Kyoto Protocol and EU regulations.
The Act consists of 10 Chapters and 1 Appendix: Purpose and definitions (1); Scope and application (2); Permit to emit greenhouse gases, banned emissions etc. (3); Auctioning and free allocation of allowances (4); Community register, Kyoto Register and credits (5); Monitoring, verification and reporting (6); Surrendering of allowances (7); Supervision, accountability, etc. (8); Appeals and penalties (9); Other provisions (10).

Entry into force notes
Entry into force on 1 January 2013. Articles 5 and 31 (compliance to installations activities monitored by the Minister of Climate and Energy; investigation by the Board of Energy on appeals against decisions made by the Minister of Climate and Energy, and the final administrative decisions issued under this Act) shall enter into force after publication on the Official Gazette.
Notes
The Act does not apply to Greenland nor to the Faroe Islands.
