Abstract
This Act establishes the legal framework governing the exploration and exploitation of Denmark’s continental shelf resources, including mineral resources, certain seabed organisms, submarine cables, and hydrocarbon pipelines. The Act confirms state ownership of continental shelf resources, requires permits for exploration and extraction activities, regulates the installation of electricity cables and hydrocarbon pipelines, provides for environmental protection measures and Natura 2000 safeguards, establishes supervision, liability, and safety-zone requirements, and sets out procedures for public participation and appeals. It also implements aspects of EU nature protection and environmental assessment legislation, while ensuring that offshore activities are carried out in a manner compatible with environmental, safety, foreign-policy, and national interests.

This Act was originally enacted as the Act on the Continental Shelf (Lov om kontinentalsoklen). Its title was amended by Act No. 1401 of 5 December 2017 to Act on the Continental Shelf and Certain Pipeline Installations in the Territorial Sea (Lov om kontinentalsoklen og visse rørledningsanlæg på søterritoriet), and subsequently by Act No. 744 of 13 June 2023 to Act on the Continental Shelf and Certain Activities in the Territorial Sea (Lov om kontinentalsoklen og visse aktiviteter på søterritoriet).The attached consolidated version corresponds to Consolidation Act No. 199 of 27 February 2024, incorporating amendments up to Act No. 744 of 13 June 2023.This Act does not apply to the Faroe Islands.
