Abstract
This Act establishes a comprehensive legal framework to enhance the resilience and preparedness of Denmark’s energy sector against natural, human-made, and technological threats that could disrupt energy supply. It applies to a wide range of operators in the electricity, gas, hydrogen, oil, district heating, and district cooling sectors and authorises detailed requirements relating to organisational preparedness, physical security, cybersecurity, risk and vulnerability assessments, incident reporting, supply-chain security, crisis management, and protection of critical infrastructure. The Act also establishes supervisory and enforcement powers for the Ministry of Climate, Energy and Utilities, provides for the identification of critical entities and critical infrastructure, implements parts of the EU NIS 2 Directive and CER Directive, and creates the legal basis for the more detailed rules.
