Abstract
This Order lays down rules for the implementation of the Act on Green Development and Demonstration Program (No. 1502 of 2009), referred also to as GUDP, which contemplates grants for projects that contribute to a competitive and sustainable food and non-food production. In accordance with Article 1 of Act No. 1502, grants may be given for: 1. Development and demonstration activities, as well as research activities, that lay the foundation for the implementation of development and demonstration; 2. Promotion of active collaboration between public and private actors; 3. Strengthening the interaction between GUDP and international programs in the food, agriculture, fisheries, and aquaculture sectors. Grants may be provided for project activities within the following areas: (1) Primary agricultural production, excluding forestry; (2) Primary fishing and aquaculture areas; (3) Areas related to processing and refining in connection with production of agricultural products, excluding forestry products; and (4) Areas related to processing and refining in connection with fishing and aquaculture product production.
The Order consists of 49 Articles organized in the following 11 Chapters: 1. Purpose and content of the program; 2. Definitions; 3. Administration; 4. Conditions for grants and support rates; 5. Co-financing with other public funds, etc.; 6. Common provisions on eligible costs for grants, etc.; 7. Payment requests and audits; 8. Amendment of budget, grants, and transfer of grants; 9. Repayment of grants for activities that can be commercialized; 10. Expiration and repayment of grants; 11. Entry into force, etc.
