Abstract
This Regulation sets specific rules on rural development measures and on administrative and financial provisions. The conditions laid down in article 5 of Council Regulation (EC) 1257/1999 regarding investment in agricultural holdings, must be fulfilled at the time when the individual decision to grant support is taken. For the purpose of Article 6 the existence of normal market outlets shall be assessed on the appropriate level in terms of: (a) the products concerned, (b) the types of investments, (c) existing and expected capacities. For setting-up of young farmers a period of time is required the fulfilment of occupational skill and competence, economic viability and minimum standards regarding the environment, hygiene and animal welfare conditions.
Support for vocational training shall not include courses of instruction or training which form part of normal programmes or systems of agricultural and forestry education at secondary or higher levels. Further are set the rules for early retirement, less favoured areas and areas with environmental restrictions, improving processing and marketing of agricultural products and forestry. Under Chapter II are set administrative and financial provisions. In Annex are set detailed rules on rural development plans. (50 articles and 1 Annex)
