Abstract
The purpose of this Regulation is to improve the implementation of the Community legislation referred to in article 2(2) in matter of maritime safety and prevention of pollution by ships. To attain this objective, the tasks of the committees set up under Community maritime legislation are hereby centralized and a single Committee on Safe Seas and the Prevention of Pollution from Ships (to be known as COSS) is established in accordance with article 3. Furthermore, with a view to reducing the risks of conflict between the Community maritime legislation and international instruments, Member States and the Commission shall cooperate in order to define a common position or approach. To this end, article 5 provides for the establishment of a conformity checking procedure.
