Abstract
The present Regulation establishes a Community scheme for harmonized, comprehensive and long-term monitoring of the condition of forests. The overall aims are the following: (a) to continue and further develop monitoring of air pollution effects that have an impact on forests, as well as monitoring of forest fires and forest fires prevention; (b) to assess the requirements for and develop the monitoring of soils carbon sequestration, climate change effects and biodiversity, as well as protective functions of forests. The scheme is intended to provide reliable and comparable data and information on the condition of and harmful influences on forests at Community level. The Regulation is composed of six Sections, structured as follows: (1) Objectives, content and definitions; (2) Monitoring and tools to improve and develop the scheme; (3) National programmes, coordination and cooperation; (4) Period of execution and financial aspects; (5) Execution, exporting by Member States, Standing Forestry Committee; and (6) Reporting by the Commission, review, candidate countries.
