Abstract
The objective of this Regulation is to improve the functioning of the internal market by strengthening the market surveillance of products covered by the Union harmonisation legislation listed in Annex I, in order to ensure that only compliant products that fulfil requirements providing a high level of protection of public interests, such as health and safety in general, the protection of consumers, the protection of the environment and any other public interests protected by that legislation, are made available on the Union market.
This Regulation lays down rules and procedures for economic operators regarding products subject to certain Union harmonisation legislation and establishes a framework for cooperation with economic operators. It also provides a framework for controls on products entering the Union market.
This Regulation sets out provisions on tasks of economic operators regarding products subject to certain Union harmonisation legislation; cooperation of economic operators with market surveillance authorities regarding actions which could eliminate or mitigate risks that are presented by products; access to information about the product requirements and rights, obligations and rules derived from the Union harmonisation legislation; organization, activities and obligations of market surveillance authorities and the single liaison office; development of national market surveillance strategies; powers of market surveillance authorities; market surveillance measures; designation of Union testing facilities; cross-border mutual assistance; controls on products entering the Union market; establishment, composition and functioning of the Union Product Compliance Network; international cooperation; financial activities; and penalties.

Entry into force notes
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 16 July 2021, however, Articles 29, 30, 31, 32, 33 and 36 shall apply from 1 January 2021.
