Abstract
The objectives of this Regulation are to contribute to the efficient functioning of the internal market, while preventing and reducing the adverse impacts of batteries on the environment, and to protect the environment and human health by preventing and reducing the adverse impacts of the generation and management of waste batteries.
This Regulation lays down rules on sustainability, safety, labelling and information requirements for batteries; compliance and verification of compliance of batteries with the requirements laid down in this Regulation; procedures and requirements relating to notify conformity assessment bodies; obligations of economic operators, end-users and operators of treatment facilities; management of waste batteries; extended producer responsibility for batteries; targets for recycling efficiency and recovery of materials; minimum requirements for reporting to the competent authorities; obligations relating to digital battery passport; Union market surveillance and Union safeguard procedures; green public procurement and procedure for amending restrictions on substances; and penalties.

Entry into force notes
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 18 February 2024, however, Article 11 shall apply from 18 February 2027; Article 17 and Chapter VI shall apply from 18 August 2024, except for Article 17(2) which shall apply from 12 months after the date of the first publication of the list referred to in Article 30(2); and Chapter VIII shall apply from 18 August 2025.
