Abstract
The present Act lays down rules to prevent and reduce the negative effects on humans, animals and the environment that could be caused by the medical treatment of animals. It also seeks to promote the appropriate use of veterinary drugs in veterinary medicine. The Act contains 54 sections divided into the following Chapters: 1. General provisions; 2. Use of veterinary drugs for the treatment of animals and use restrictions; 3. Identification of animals and quarantines; 4. Acquisition and passing on of veterinary drugs; 5. Record keeping; 6. Submission of information; 7. Authorities and their tasks; 8. Supervision; 9. Administrative coercive measures and penalties; 10. Special provisions.
As a general rule, veterinary drugs and other substances intended for the treatment of animals shall not result in significant negative effects to humans or the environment, and must not compromise the safety or quality of food of animal origin. The Minister of Agriculture and Forestry may adopt regulations prohibiting the use of certain veterinary drugs. The Act recognises the right of veterinarians to obtain and prescribe drugs for veterinary purposes and lays down their associated responsibilities and obligations. Record keeping obligations of administered veterinary drugs are required for animal owners and veterinarians, as well as reporting obligations.
