Abstract
This Decree, of the Ministry of Agriculture and Forestry, applies to the implementation of beef labeling systems according to the following regulations: 1) Regulation (EC) No 1760/2000 of the European Parliament and of the Council establishing a system for the identification and registration of bovine animals and the labeling of beef and beef products and repealing Council Regulation (EC) No 820/97; and 2) Commission Regulation (EC) No 1825/2000 laying down detailed rules for the implementation of Regulation (EC) No 1760/2000 of the European Parliament and of the Council as regards the labeling of beef and beef products. The Finnish Food Safety Authority (Evira) is responsible for the national oversight of beef labeling.
The monitoring system under Article 20 of the Food Act (Plan for Self-Monitoring) must contain the following: 1) A description of the routes of beef and an account of how different beef batches are kept separate and the various processing stages related to this; 2) A description of the tracking and labeling of beef; 3) An account of how batch identification is determined and the labels used in the beef labeling; 3) Records of received and dispatched and/or sold beef, including quantities and labels; 4) For slaughterhouses and small slaughterhouses, records of the cattle brought to slaughter; 5) A plan for withdrawing incorrectly labeled products from the market and an associated information plan; 6) A plan for training personnel in the labeling system; and 7) The name of the person responsible for the labeling system.
