Abstract
The present Decree implements Directive 2008/50/EC and complements the Environmental Protection Act on matters related to air quality. Section 3 specifies the authorities' tasks in monitoring the quality of the air. Municipalities shall in their territories oversee the air quality in accordance with Section 143 of the Environmental Act. Industry, traffic and environmental centres shall have knowledge and ensure the monitoring of air quality in their respective fields. The Meteorological Institute shall be responsible for monitoring the pollutants listed in this Decree in stations located in rural areas.
The Decree sets value limits for sulfur dioxide, nitrogen dioxide, carbon monoxide, benzene, lead and particulate matter in outdoor air, and sets target values for the ozone. It also sets critical levels for sulfur dioxide and nitrogen oxides.
Measurements for national concentration limits for exposure and exposure reduction targets for small particles are also specified. Article 11 sets rules for the organization of the monitoring of air quality. Continuous measurements of sulfur dioxide, nitrogen dioxide, inhalable particulate matter and particulate matter, lead, carbon monoxide and benzene shall be carried out to the extent required in Annex 5, including measurements of the ozone. The adequacy of the monitoring of the air quality shall be checked in accordance with Annex II at least every five years.
The Decree further specifies the contents of the air purification plan and the action plan referred to in Section 145 and 146 of the Environmental Protection Act. The target values and long-term targets for the ozone shall be achieved in accordance with Section 204 of the Environmental Protection Act and cost-effective measures.
Finally, the Decree lays down rules regarding access to information and alarms to the public on air quality.
