Abstract
The scope of the Act is to secure the hygienic qualities of milk and milk products which are intended for use as food. (sect. 1). As far as diseases of animals are concerned, Act 583/86 relative to infectious diseases shall apply (sect. 2). Provisions of Chapter 2 concern competent authorities: section 8 appoints the Ministry of Agriculture and Forestry as the competent authority at national level; section 10 appoints the county councils as the public bodies charged with inspection at the county levels and municipalities are responsible for inspection at municipal level. Chapter 3 prescribes general hygienic quality criteria and provides for registration of production units and inspection by municipal veterinaries. Requirements outlined in Chapter 4 concern mainly premises and transportation. The remaining Chapters provide supervisions and control of production premises, for appeal within the administration, offences and penalties, miscellaneous matters including the register of premises (sect. 47) and supervision of importation and exportation (sects. 50-54), and entry into force.
