Abstract
This Order implements Community legislation on protective measures against the introduction and spreading of organisms harmful to plants and planting material. The Order: imposes general prohibitions and restrictions on importation into Northern Ireland from third countries of any wood or isolated bark (“relevant material”), including material coming via another country in the European Community. It requires importers to provide the Department of Agriculture and Rural Development with advance notice of landing of relevant material and requires relevant material to be accompanied by a phytosanitary certificate.
Relevant material coming to Northern Ireland from another part of the European Community and to movement of that material within Northern Ireland shall be accompanied by a plant passport.
Other provisions of this Order, among other things: provide for inspection and health control; require on forestry trader to register with the Department; enable the Department to issue plant passports to such traders; contain special arrangements governing trade in relevant material between Northern Ireland and Switzerland; provide for the notification of the presence of pests; and prescribe penalties for offences. Schedule 1 lists pests which shall not be landed in or spread within Northern Ireland.
