Abstract
These Regulations implement Community legislation in relation with the preparation and implementation of waste prevention programmes and waste management plans for England and Wales and make supplementary provision in relation to waste prevention programmes and waste management plans, including provision for public participation in their preparation and revision. In particular the Regulations in relation to waste prevention programmes establish: the appropriate authority must ensure that a waste prevention programme is compatible with the objectives in paragraphs 1 and 2 of Schedule 1, must include one or more programmes of food waste prevention measures, has as its purpose a contribution towards breaking the link between economic growth and the environmental impacts associated with the generation of waste, and sets out the objectives of the programme and a description of existing waste prevention measures and their contribution to waste prevention.
They also impose duties in relation to the improved use of waste as a resource and impose other duties regarding waste collection, treatment, waste hierarchy and use.
