Abstract
These Regulations implement for Scotland Community legislation (notably Directive 2008/98/EC on waste) in relation with the waste management licensing and exemption system. They make certain changes to the existing system including the introduction of new exemptions from the requirement for licensing and the adjustment of various existing exemptions. The Regulations provide, among other things for: contents of public registers maintained under Environmental Protection Act 1990; conditions attached to licences; exemption of certain activities from the requirement to have a waste management licence; the registration of waste brokers and dealers; and duties of specified public authorities to perform functions for purposes of implementing Community legislation.
