Law on Agriculture and Rural Development.

This Law establishes general principles, requirements and institutional arrangements governing agricultural and rural development policy. It defines the scope of regulation, including policy priorities, support measures, and the management of agricultural and rural development, and determines the competencies of the State authorities responsible for policy implementation. It also provides definitions of key terms relating to agricultural activity, rural development, farmers, farms and rural enterprises.
The Law regulates policy instruments, including the agricultural and rural development strategy and the corresponding action plan, which set out priorities, objectives, measures, responsible authorities, timelines, indicators and funding sources. It establishes the framework for the financing of policy implementation, including state budget allocations, external assistance and other lawful sources. It also sets out rules governing support measures, their approval, beneficiaries, and accountability requirements.
The Law regulates the institutional framework for implementing agricultural and rural development policy, including the roles and functions of the Government, the managing authority, the paying agency, the inter-agency council and municipalities. It establishes coordination mechanisms among public authorities and provides for monitoring, evaluation and reporting of policy implementation, including the administration of support measures and verification of beneficiaries.
The Law establishes integrated administrative and control systems based on interconnected electronic databases. These include registries of farms and rural enterprises, land parcel identification systems, systems for managing financing applications and payments, and databases for monitoring and reporting. It also regulates the collection, storage, exchange and accessibility of data.
