Abstract
This Law establishes the legal basis for implementing energy efficiency measures in Georgia to increase energy savings, energy supply security, and energy independence. It defines the procedure for developing national energy efficiency targets, adopting National Energy Efficiency Action Plans (NEEAPs), and establishing energy efficiency obligation schemes or alternative policy measures. The text outlines the responsibilities for energy efficiency policy coordination, control, supervision, and monitoring across the country.
The scope of this Law applies to horizontal cross-sectoral policies affecting the public and private sectors regarding energy services, monitoring, measurement, and verification. It regulates specific sectors including private and commercial buildings, industry, energy production, transformation, transmission, and distribution. The provisions define obligations and compliance measures for public and private institutions, household customers, energy service providers, and other economic sectors to address market barriers.
The legislation mandates the inclusion of energy efficiency criteria in public procurement, standardizes energy audits, and governs energy management systems. It identifies the institutional responsibilities for data collection, reporting, and market supervision. Administrative procedures and penalties for non-compliance are established to ensure adherence to national energy-saving targets and market rules.

Entry into force notes
This Law, except for Article 4(5) to (7), Article 11(1) to (3), Article 12(3)(a), Article 13(1) to (7), Article 17(1) and (2), Article 19(1) to (9), Article 20(1), Article 22(4), Article 23(1) to (3), Article 24(3) and (4) and Articles 26 and 27, shall enter into force upon promulgation. Article 4(5) to (7), Article 11(1) to (3), Article 17(1) and (2), Article 23(1) to (3) and Article 24(3) and (4) of this Law shall enter into force from 1 June 2021. Article 13(1) to (7), Article 19(1) to (9), Article 20(1) and Article 22(4) of this Law shall enter into force from 1 January 2022. Article 12(3)(a) and Articles 26 and 27 of this Law shall enter into force from 1 June 2022.
