Law no. 5106 of 2024. Arrangements to address the multi-level impacts of climate change in the areas of: a) water management, b) forest management and protection, c) urban resilience and policy, d) combating illegal construction, e) energy security and other urgent provisions.

Abstract
This Law, consisting of 145 articles, divided into six sections, provides for addressing the effects of climate change on three levels: 1) water, forests and the natural environment protection; 2) creation of sustainable and resilient urban areas, and related spatial and urban planning issues; 3)promoting and modernising renewable energy sources services, and reducing the energy costs of vulnerable households, local self-government organisations for sanitary improvements and municipal water supply and sewerage services, through the establishment of proper programmes. In order to achieve these goals, this Law concerns: the establishment of a legal entity for protection and management of the waters; the regulation of issues of water and sewerage companies, and the updating of the maintenance and operation contract of the external water supply system of the greater area of the capital; the creation of hybrid cooperative schemes and the regulation of the management, protection and exploitation of public forests; the institutionalisation of urban Policies and urban resilience Plans; the update of the operating framework of the Natural Environment and Climate Change Organisation; the modernisation of the licensing process for renewable energy sources and offshore wind farm projects; the provision of subsidies for electricity consumption.
Particularly, concerning water, forests and environmental protection, this Law focuses on: monitoring qualitative and quantitative status of surface and underground water; ensuring the preparation of the River Basin Management Plan; developing a Strategic Plan for flood and drought protection and prevention and related risk analysis; granting water use permits; collection and monitoring of all hydrological and meteorological data; actions for planning, construction, control, maintenance of land improvement projects and irrigation networks; establishment of forestry Labor cooperatives and related procedural matters; duties and powers of cooperatives in case of forest fires or other natural disasters; subsidies based on the revenues from the auctions of pollutant emission rights; control of the harvested biomass and its transport; measures for ensuring conservation of biodiversity and for dealing with wildlife-human conflict incidents; urban planning measures and powers of Ministries of environment and energy to detect unauthorised construction. This Law also concerns: town planning provisions; measures for reopening, modernisation and reuse of tourist accommodation; regional spatial planning projects; development of drainage plans.
The Law also provides for: amending Acts concerning urban and spatial planning, and energy security measures; promoting renewable energy sources use and exploitation; additional measures for regulating energy and electricity market.
